Senate resumed consideration of the motion to proceed to consideration of H.R. 1256, to protect the public health by providing the Food and Drug Administration with certain authority to regulate tobacco products, to amend title 5, United States Code, to make certain modifications in the Thrift Savings Plan, the Civil Service Retirement System, and the Federal Employees' Retirement System.

consent agreement was reached providing that the Committee on Banking, Housing, and Urban Affairs be discharged from further consideration of S. 1007, to amend the Internal Revenue Code of 1986 to deny a deduction for excessive compensation of any employee of an employer, and the bill then be referred to the Committee on Finance.
